The objective of the project is to provide an open, stable, portable, multi-threaded, and highly customizable network measurement framework serving for upper layer tools with a standard API. The framework supports multiple platforms (Windows, Linux, Unix), protocols (UDP, ICMP, TCP, IPv4, IPv6), and I/O models.

The main goal in this project is to devise a lightweight secure and statistically reliable UDP protocol for telesurgery and similar real time operations in extreme environments such as disaster territories, underwater, and battle fields.
